TULSA — Police say a man was arrested in connection to dragging and kicking a puppy in south Tulsa on Monday.

According to the arrest report, Tulsa police responded to several reports of a man kicking and dragging a puppy near 64th and South Peoria Avenue.

When police arrived, they found 26-year-old Arthur Van dragging an unresponsive puppy behind him down a sidewalk. Police say when Van was asked about the puppy, he pulled the leash up causing the majority of the puppy to be off the ground.

According to the arrest report, Van was detained and police examined the puppy, finding it had bloody paws, an abrasion on its stomach and its eyes were bloodshot. A witness also came forward stating they saw Van kick the puppy.

According to the arrest report, Van said that he didn't know why the puppy wasn't walking and was acting funny, so he dragged it for approximately four blocks from a nearby store.

Van was arrested and taken to Tulsa County Jail, reports show.
