The decision to deny Michael Helm's request was made in a meeting Monday morning.

Helm was placed on suspension without pay after being indicted on two counts of embezzlement.

Helm asked to be given his pay and benefits after it was allowed in a similar case.

A Grand Jury indicted Helm in July on one count of conspiracy and one count of embezzlement.

The Grand Jury has called for the removal of Helm from office.
