Rogers County Sheriff deputies said they arrested a known sex offender who was working a kiddie ride at a carnival in Chelsea.
Deputies said Billy Lowther was arrested after Captain Virgil Carter recognized Lowther at the annual Jamboree working a kiddie ride Saturday.
Lowther was arrested and taken to jail.
