Update: Tulsa Police Officers have arrested James Gainer on charges of 1st degree murder.
The suspect fled on foot from officers and they were forced to use a taser.
Multiple witnesses told police they saw the suspect stomping on the victims head and assaulting the victim with a metal pole.
Detectives did not interview James Gainer at the time of the arrest due to his apparent disoriented mental state.
