STILLWATER, Okla. — A Stillwater man has been arrested after a missing person investigation in Payne County turned into a homicide case.
The Payne County Sheriff's Office requested the Oklahoma State Bureau of Investigation's assistance with the case on Monday.
Chelsey Chaffin, 29, last spoke to family members on May 25, which was the last time she had been heard from. On May 24, Chaffin had moved into a home in the 2600 block of Gregory Lane in Stillwater, which belonged to 54-year-old Earl Oswalt, who worked with the woman at a tile company.
Investigators say Oswalt killed Chaffin in the early morning hours of May 26, and dumped her body over a bridge into the Cimarron River.
Oswalt is a registered sex offender who spent 20 years in prison on a 60-year sentence for first-degree rape. He was paroled in 2017.
The search for the woman's body is ongoing.
