Oilton mayor arrested, charged with felony embezzlement

OILTON, Okla. -- Oilton Mayor Patrick Leon Kennedy has been arrested and is facing three felony charges after officials said he knowingly received cash for the purpose of awarding contracts for services.

Court documents said in October 2016, Kennedy, 62, received more than $2,000 in cash for the purpose of awarding contracts for services with the Oilton Public Works Authority, which totaled $8,700.

Documents said without the consent of the city council, Kennedy diverted the $8,700 to be used to upgrade the Wastewater Treatment Plant and pay for the personal services of two employees.

Kennedy contracted the same employees to inspect a sewer line and install a central air conditioning unit at the sewer plant. According to court documents, Kennedy made an additional payment to the workers for performing these tasks. 

Later, Kennedy received a cash payment of $1,100 from one of the employees.

Kennedy faces one charge of felony embezzlement and two felony charges of making or receiving kickback. He was arrested on Friday.
