New law puts end to stopped trains

Dozens of other new laws are also going into effect today, including one that aims to prevent trains from blocking railroad crossings.

Starting today, police can fine rail companies up to a $1,000 if a train is parked for more than 10 minutes at a crossing.

However, many cities are still waiting to give out tickets until they pass an ordinance allowing officers to do so.
