Kiefer Police Chief Johnny O'Mara said the mother of the 2-year-old girl, who was found walking in a street alone, has been arrested.
O'Mara said the mother, Deliena Rosson, had been smoking weed all day and noticed the child missing.
Rosson walked into the police department and said she noticed the child missing and was arrested, O'Mara said.
O'Mara said the child was found by a passing motorist around noon at the intersection of West Ohio and Second Street Thursday around noon.
O'Mara said the motorist picked up the child, who was only wearing a diaper and went door to door trying to find the little girl's parents, but to no avail.
"Her hair was wet and her feet were dirty, but everything else was clean," O'Mara said.
Police did a search of the area, going door to door, but couldn't find the parents.
"The administrators at Kiefer Public Schools were a big help to us today," O'Mara said. "We asked them for help and they fed, clothed and entertained the child until DHS showed up. They were amazing."
