BROKEN ARROW — Broken Arrow police had to deploy pepper balls in the middle of a public park Monday after they say a man was walking around pointing a gun at people.
Police said when they arrived at Neinhuis Park, they say Richard Hubbard refused to drop his AR-style rifle.
Hubbard was arrested on a felony gun charge and obstruction after a witness claimed he pointed the gun at several people.
