TULSA -- The city of Tulsa is reforming jail services, after a proposal was approved on Wednesday.
As a part of the vote, Tulsa is opening its own lock-up facility for municipal inmates, which eliminates the need to send people arrested on municipal counts to Tulsa County's David L. Moss Justice Center.
