OWASSO, Okla. -- Authorities have arrested a grandmother in what nurses describe as the "worst case of child abuse" they'd ever seen.
Monday, deputies arrested Cathey Miller, 54, on charges of child abuse or neglect.

Previously, authorities arrested both Aislyn Miller and Kevin Fowler on child abuse charges.
Earlier in December, police were contacted by employees at urgent care in Owasso to investigate child abuse.
When police arrived, nurses said the two children looked like skeletons.
