Slur-shouting Owasso man strips, swings belt to hit passing cars, police say

OWASSO, Okla. — A 35-year-old Owasso man was arrested after reportedly stripping off his clothes and swinging his belt while standing in the middle of a public roadway.

According to a police report, officers were called to investigate a burglary at a medical marijuana dispensary on Tuesday afternoon. Witnesses told police a man, later reportedly identified as Roger Matthew Reed, was kicking in the glass front door while wearing a mask and yelling racial slurs at employees. Witnesses said it appeared Reed was under the influence of some type of mind-altering substance.

When officers arrived, the report says Reed was in the street with bloody hands and acting erratically while screaming at passing drivers, swinging his belt and large belt buckle, which struck several vehicles.

“In at least one of those incidents, Reed allegedly expressed a belief that the occupants of the vehicle were African American and broke the windshield while shouting racially disparaging remarks to the occupants,” a report says.

Initially, Reed listened to the commands of officers, but after he was in handcuffs, police say he got combative, made racial slurs and threatened to kill officers.

Reed was arrested for burglary, assault on a police officer, wearing a mask in commission of a crime, public intoxication and malicious harassment based on race.

He was transported to a hospital for an evaluation before he was booked into the Tulsa County jail.
