A state senator wants to give kids who commit crimes a second chance.
Senator George Young filed legislation to prevent juvenile offenders from getting life without parole sentences.
It would also prevent a mandatory minimum sentence of more than 20 years for juvenile offenders.
"Children don't have the brain development to fully understand the crimes they are committing and the consequences to their actions," Senator Young said.
