UNITED NATIONS (AP) — The U.N. General Assembly is expected to approve a resolution that urges Israel and the Palestinians to carry out independent investigations of alleged war crimes during the Gaza conflict last winter.

The 192-nation world body will consider a measure endorsing a report on the Gaza war by an expert panel chaired by South African Judge Richard Goldstone.

The resolution adopted by the Geneva-based Human Rights Council is a point of contention for a number of European countries. That's because the Palestinians and their supporters refused to negotiate on the text, which targeted only Israel.

The Palestinian U.N. observer calls the draft resolution "balanced" and "responsible." He says he expects it to be approved, but says that negotiations are still under way.

A vote may not come until tomorrow.
