Oklahoma Governor Mary Fallin delivers State of the State, Oklahoma budget

OKLAHOMA CITY - Oklahoma Gov. Mary Fallin kicked off the 2013 legislative session with her State of the State address and her proposed blueprint for a roughly $7 billion state budget.

The first session of the 54th Oklahoma Legislature convened at noon Monday with a joint session in the House chamber.

Fallin discussed details of her renewed call for a cut to the state's top personal income tax rate, which is currently 5.25 percent. She also touted Oklahoma's recent economic success and made the case for further pro-business changes, including changes to the state's workers' compensation system and funding for education.

Fallin also presented lawmakers with her proposed executive budget, which she says will include additional funding for health care and mental health programs.
