First furlough day for Tulsa employees

Traffic in downtown Tulsa was sparse Thursday because most city employees are off. It was the first of 8 furlough days the city is enforcing to save money.

Seems pretty STUPID that EVERYONE would be off. Why not stagger the days off through the year so many people per offices so the whole thing doesn't shutdown??
