Owasso city councilor Patrick Ross suing city for open records violations

OWASSO, Okla. - A lawsuit filed Tuesday against the city of Owasso by one of its own city councilors accuses the mayor and fellow city council members of repeated open records violations.

Patrick Ross filed the suit in Tulsa County District Court Tuesday afternoon.

The 39-page document centers around the final days of former city manager Rodney Ray's employment. The 66-year-old, who was arrested in June for allegedly writing a bogus $3,000 check and filing a false police report in 2010, resigned in June after 23 years on the job.

In it, Ross accuses the city of Owasso of unnecessarily providing the embattled city manager a severance package of more than $185,000. The city is also accused of numerous violations of the Oklahoma Open Meeting Act on four separate occasions.

The councilor is asking the court to void and invalidate all actions taken in alleged violation of the Oklahoma Open Meetings Act and to make all Rodney Ray-related records public.
