TULSA - A Tulsa man who allegedly kidnapped his 2-year-old daughter over the weekend has been charged with child stealing.
Rhea Smith told police that her ex-boyfriend, Justin Lampkins, took their 2-year-old daughter, Venice Lampkins, Sunday morning from the 61st and Peoria area while Smith and her children were on their way to church.
Lampkins does not have custody of the child, and according to Tulsa County court records, he violated a protective order filed by Smith a number of times over the past year.
Lampkins was previously arrested in Alamosa, Colo. for kidnapping another daughter in 2008. That child was returned to her mother unharmed.
Authorities in Colorado say Lampkins failed to comply with sentencing and there is a warrant for his arrest.
Police believe Lampkins is still in the Tulsa area. He was last seen driving a green Chevrolet S-10 truck with Creek Nation license number A1645.
