TULSA -- Dan Smolen, attorney for the estate of Terence Crutcher, held a press conference Monday.

Representing the mother of the three Crutcher children, who did not speak Monday, Smolen asked why the public hasn't seen officer Betty Shelby's dashcam video.

Police have already said Shelby's camera didn't roll because she didn't activate her emergency lights, but Smolen argues there are four other ways video can record.

He's also asking if it was common practive for Shelby's husband to work the same scenes as her.

Smolen wants to know whether police violated the Americans with disabilities act by not working with Crutcher, who may have had a hearing or vision disability.

"I think there's always the potential for bad police shootings. There's always potential for civil rights violations," said Smolen. "Do I think there's still issues with respect to excessive force, equal protection and ADA violations? Absolutely."

Smolen says Frenchel Johnson is Crutcher's common law wife of 16 years, and that she should be administrator over his estate.

Lawers for Crutcher;s parents say they should be administrators of Terence's estate.

Both sides anticipate a future wrongful death lawsuit.
