A Bartlesville man is behind bars after he allegedly attacked a boy riding a bicycle on Halloween and shortly after threatened to kill him.
Steven Henry Doepker, 58, during his initial appearance in Washington County Court on Monday was charged with assault with a dangerous weapon, public intoxication and unlawful possession of controlled substances, his bond set at $30,000 with a condition of no contact with the alleged victim.
According to the affidavit, at around 11:14 p.m. on Halloween, police responded to a call coming from the 200 block of N.W. Seminole Ave. in reference to an assault with a knife.
Arriving to the scene, police spoke with a boy, his younger brother and his father.
The report said the boy told police he had ridden his bike through a field south of the 200 block of N.W. Seminole Ave. when Doepker -- also known as "Woody" -- stopped him and tried to "tear him" off his bicycle and tried to get him to fight him. The boy told police he rode away when Doepker let go of him.
About 30 minutes later Doepker came "stumbling" up the street to the boy and his younger brother who were standing on the front porch of their residence and approached the boy, grabbing him and saying that he wanted to have sexual relations with him. When the boy then told Doepker not to touch him, Doepker allegedly removed a knife from his pocket, grabbed the boy, turned him around and placing the knife to the boy's throat, threatened to kill the boy if he did not have sex with him, according to the report.
The boy's younger brother standing next to the him and Doepker started yelling, causing Doepker to to leave, said the affidavit.
The boy gave police a description of the knife and identified a man standing in a yard across the street as Doepker. Police approaching the man found him to be "obviously highly intoxicated" and asked him what had happened between him and the boy, to which Doepker responded first by mumbling and then saying, "Nothing. Can I go lay down now?" said the report.
The report said police then placed Doepker under arrest and during a search found a black folding knife matching the boy's description in the man's front pocket.
Additionally, the report said a neighbor approached the police and told them he had witnessed Doepker's attack on the boy on the bicycle.
