Bell still hasn't been named the Sooners' starting quarterback for the fall but has gained recognition the past two seasons rushing for 24 touchdowns in his "Belldozer" package.
Tulsa running back Trey Watts was also named to the watch list. Watts rushed for 1,108 yards and three touchdowns last season for the Golden Hurricane. No Tulsa player has ever won the award.
