The Consumer Product Safety Commission, CPSC, reports it's because an 18-month-old started to choke on one of the hats.
The fix is to remove the hat and return it to the manufacturer for a free replacement figure.
The CPSC says it does not meet federal guidelines and could be a strangulation hazard.
The remedy is to either remove the drawstring or return it to the manufacturer, Trail Crest, for a refund.
The CPSC reports brackets can break letting the fan blades fall off.
Be aware it is illegal to try and resell any recalled product.
