TULSA - Phones ringing off the hook at all hours, scare tactics and even threats -- there are rules against debt collectors being abusive toward debtors but not everyone follows the rules.

Beginning Jan. 2, 2013 the Consumer Financial Protection Bureau (CFPB) begins oversight on collectors that go after $10 million in debt,or more each year.  That's roughly 175 of the debt collection companies in America.
