OWASSO, Okla. - Critics of Owasso's former city manager have 45 days to gather enough signatures to advance the criminal case against him after a Tulsa County district judge approved an initial petition for a grand jury investigation Monday.
The petition, which was filed Thursday, accuses the 66-year-old of dozens of criminal and corrupt acts while in the role of city manager, including destruction of public records, destruction of evidence, bribery, racketeering and election law violations.

Five thousand Tulsa County residents must sign the petition within that 45-day period for a judge to impanel a grand jury.

Ray resigned from the post he held for nearly 23 years in June after he was arrested for allegedly writing a bogus check for $3,000 and filing a false police report. Ray received $185,073 under his resignation agreement.
