TULSA - JCPenney's promotion of free haircuts for kids right before the new school year was so popular that the retailer is bringing it back permanently.
Company officials say 1.6 million kids received free haircuts last month.
Beginning Nov. 4, the company will offer free cuts for kids every Sunday.
JCPenney implemented a new best-price strategy in February, doing away with sales altogether, which began two straight quarters of losses and severe drops in sales numbers.
