TULSA - Two brothers have been arrested in the murder of four women inside a south Tulsa apartment complex last month, Tulsa police announced in a press conference Wednesday.

Tulsa Police Chief Chuck Jordan named 32-year-old James Poore and 39-year-old Cedric Poore the primary suspects in the Fairmont Terrace murders.

The four women -- Julie Jackson, Misty Nunley and twins Rebeika Powell and Kayetie Melchor -- all died of gunshot wounds to the head, according to the state medical examiner's office.

Cedric Poore was already in police custody, booked on driving charges Jan. 14. Jordan said James Poore was picked up Wednesday morning.

Jordan said "interviews and re-interviews" led authorities to the suspects.

He would not speak to the brothers' alleged motive but did confirm the two lived in the same complex. The deaths were also not the result of gang violence, he said.

A Fairmont Terrace manager refuted Jordans' claim, and said neither Poore brother lives in the complex.

Records show both brothers have extensive criminal history.

James Poore pleaded guilty in 2001 on armed robbery charges. Released in 2011, the younger brother is serving a probationary sentence until 2018.

Cedric Poore was charged with first-degree murder in 2005 for his accused role in a fatal prison riot in Cushing. The state dismissed the charge two years later.

Charges are expected to be presented to the District Attorney's office Thursday.

Following the announcement, Tulsa Mayor Dewey Bartlett issued a statement congratulating the Tulsa Police Department and placing his sights on the owners of the crime-riddled apartment complex.

"We can now get to the essence of this issue and that is much bigger than crime, it's about poverty. We're moving forward on our mission to establish a method to hold out-of-state apartment owners accountable for safe, secure and peaceful places to live," Bartlett said. "We continue to look down every possible avenue on how we can improve our city."

Fairmont Terrace came under fire in the wake of the quadruple murder when officers reported finding no working security cameras on the grounds.

Months earlier, TPD met with managers of the complex to offer tips on making the apartments safer, including the installation of cameras and proper fencing around the facility.
