My name is Brian Cross and I can understand the Northeastern Oklahoma area falling behind in DTV transition. I suspect that part of the problem is related to certain groups of non-English speaking people who may not yet understand what they face in the DTV transition to come while others are apathetic to the recent forced changes they feel are being placed upon them and the feeling of helplessness towards the changes. In addition I myself experienced several difficulties in obtaining a coupon for reduced cost to purchase the $49 box needed to make the change. When the coupon arrived it has EXPIRED. In addition to this there are no areas to assist if they receive expired coupons. In going to the various websites where coupons are requested sometimes they are issued a few days after the request is placed but arrive 8 weeks after they are printed – thus having expired. There are a high number of “analog” televisions out there especially in rural areas where there is no cable television and satellite television is impractical or out of cost range for money strapped consumers. Still other are being deluged with advertisement for cable TV and digital satellite television promising greater channel selection and digital quality television with prices that later are found not to be completely truthful with the base price advertised. With economic conditions as they are the potential for confusion and further apathy towards the changes is likely to continue for those who might be left out or still having problems with change. I’ll give you an example. Here in my friend’s house there is a 57 year old man and woman who have analog cable television right now. They both do not want to switch to digital cable because it’s too complicated to operate, too many channels they don’t watch or are not interested in, and to much cost involved in the overall product that they do not want to deal with.
